Minutes of a Meeting held on Tuesday 28 August 2018 in The Jessel Room

Present: Cllrs Barry Noakes (Chairman), Chris Ditton, Alan Foster, Antony Harris, and Mrs Caroline Richards.

1. Apologies for Absence were accepted from:  Cllr Guy Sutton 

2. Declarations of Interest:  Cllr Chris Ditton declared a prejudicial interest in 18/02445, as a friend of the applicant, and took no part in the discussion of this application

3. Planning Applications for consideration:

18/02434 Brandfold Cottage North Road Goudhurst

Erection of a two storey rear extension and single storey side extension

Recommend approval

Due to the topography of the site, the impact of this proposal on the AONB and the locality will be limited.   Goudhurst Parish Council believes that officers should ensure that the proposed volume increase complies with policy.

18/02445 Blackberry Cottage Rogers Rough Road Kilndown

Change of use from agricultural to residential for the erection of an outdoor swimming pool

Recommend approval

Since all the proposed works are at/below ground level with minimal impact on the ONB and the locality, Goudhurst Parish Council is content that approval is granted.

18/02490Fahrenhurst Blind Lane Goudhurst

Proposed replacement of existing porch with a new, replace existing paved area and install external staircase to detached garage to allow access to room over

Recommend approval

Goudhurst Parish Council believes that the replacement porch will be an improvement and that the other proposals will have very limited impact on the AONB and the locality.

Proposed replacement of timber windows and corner posts to farmhouse

Recommend approval

Subject to the views of the conservation officer, Goudhurst Parish Council is content that this application is approved

18/02528 Brandfold Terrace Cottage North Road Goudhurst

Minor Material Amendment in relation to planning permission 17/01251/FULL (Replacement of existing dwelling (alternative to 14/504374)). Changes to approved drawings: re-location of front door; rearrangement of internal living/bedroom spaces and lower ground floor storage area; alterations to fenestration; addition of external staircases; increase in height of retaining wall; minor change to position of garage/store. Provision of mitigation and enhancement survey for biodiversity and protected species (condition 9)

Recommend approval

Since virtually all the alterations are internal or superficial, their impact on the locality and the AONB will be neutral.   The additional external steps will have an acceptable impact.   Goudhurst Parish Council is content that approval is granted.
