I summon you to a Meeting of the Highways & Footpaths Committee to be held at the Jessel Room, Goudhurst Parish Hall on Tuesday 26 June 2018 at 7.30pm when the following business will be considered:

1. Apologies for Absence as reported at the meeting.
2. Declarations of Interest
Members are reminded to declare any Personal or Prejudicial Interests relating to the business to be discussed in accordance with Council’s Standing Orders.
3. PROW – Footpaths
Committee Chairman to report on outstanding matters. See the attached spreadsheet.
a. Following a meeting with the land owners on 12 June 2018, the Chairman will present an update on the proposed Permissive Footpath through the swale at the Junction of Station Road and Bluecoats Lane.
b. The Chairman will report on progress with the request for increased funding from Fernham Homes to be approved by Council.
5. Roads and Parking
The Chairman will report on:
a. Progress relating to the Technical Report from our consultant to Kent County Council (KCC) that the A262 should be re-classified as a ‘B’ road.
b. A challenge by a local resident that as a ‘B’ road developers may find it easier to get planning permission for new developments.
c. The Traffic Regulation Order (TRO). Council to clarify with our consultant that the proposed TRO will aim to limit the length of HGVs rather than weight.
The maximum individual truck length is 12 metres, articulated truck and trailer length is 16.5 metres and road trains are allowed up to 18.75 metres.
d. A262: Implications if the Port of Dover port implements HGV constraints with Brexit.
e. The H&F Committee Chairman’s request for a copy of the South East News item on HGVs through Sissinghurst and Goudhurst.
f. A21. A meeting with Highways England is being arranged relating to the application to
change speed limit on the Bewl Water to Stonecrouch by a local resident.
g. Goudhurst Name Sign with Kent Invicta. Examples with High Weald Symbol/Text
h. Electric Vehicle (EV) charge points. Cllr Mrs Susan Newsam to report on progress.
i. SID installation:
• Contractor identified for initial 3-month development phase. For approval by Council.
• Need to set date for initial installation and training session (on Cranbrook Rd)
j. Goudhurst Tennis Club Traffic problems:
• Blocked drains on roadside verge parking area (see photos at this meeting)
• Need for ‘Warning – Children signs’
6. Fire hydrant survey
Cllr Alan Foster will present a report.
7. Hop Pickers Line
• To note that the next meeting is the AGM at Cranbrook Town Hall on Tuesday 17 July 2018 at 13:30 hrs.
• To note that the Goudhurst version of Information panel has been printed. Councillors to bring forward suggested sites for installation.
8. Public Transport
To note that there is a KCC Bus Consultation from 13 June to 08 August 2018.
