Minutes of an Extra Meeting held on 23 January 2018 at the Jessel Room at 7.00 pm

Present: Cllrs David Boniface (Chairman), Mrs Angela Broom, Alan Foster, Antony Harris, Mrs Susan Newsam and Guy Sutton.  Mr Peter Wood as an Adviser.

Apologies were accepted from: Cllrs Chris Ditton and Phil Kirkby.

Declarations of Interest.  None.

 A262 Traffic Regulation Order.  This extra meeting had been called to consider developments since the Highways and Footpaths Committee meeting held on 12 December 2017 and the Parish Council Meeting on 15 January 2018 Minute 322/17.

It was noted that Council had received two letters from Socium Consultants with costed proposals dated 11 January and 16 January 2018.

It was agreed to recommend to Council that the Socium proposal dated 16 January 2018 at a total cost of £11,720.00 be accepted with the priority being in this order:

  1. To proceed to obtain a Traffic Regulation Order (TRO) which will prohibit the use of the A262 through Goudhurst Village by Heavy Goods Vehicles (HGVs) except for access;
  2. To prepare a Technical Report to Kent County Council (KCC) that the A262 no longer meets the criteria for an ‘A’ road and that it should be classified as a ‘B’ road.

Should this consultancy proposal be approved by Council, the Highways and Footpaths Committee instructed the Clerk to examine closely, as is usual, all invoices from the Consultants to ensure there is no overspend.

It was agreed to recommend to Council that the third matter relating to a proposal to reduce the speed limit on the A262 east of Goudhurst and designation of Iden Green will not be included in the Socium contract at this stage but H&F Committee will keep the matter on its agendas and continue to assemble evidence in readiness for future developments.
