I summon you to a Meeting of the Highways & Footpaths Committee to be held at The Jessel Room, Goudhurst Parish Hall on Tuesday 27 February 2018 at 7.30pm when the following business will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion members of the public may be invited to speak for a maximum of 3 minutes each relating to items on the Agenda.  Please state your name and address prior to speaking.  Smoking is not allowed during Council meetings.  Please switch off mobile phones.

1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest

Members are reminded to declare any Personal or Prejudicial Interests relating to the business to be discussed in accordance with Council’s Standing Orders.

3. PROW – Footpaths

Committee Chairman to report on outstanding matters.

4. Footways

a. Need dates to meet owners of the swale along the route of the proposed Station Rd footway.

b.To note that a quote has been received for options to establish a suitable path through the

swale along the A262 near the Bluecoats Lane junction (see attached).

c.To establish through KCC Public Rights of Way the legal status of a path through the

proposed  swale.

d. Arrange for extending the cutting of the verge to the west of the Green Cross Inn (in

conjunction with the extra cutting schedule for Station Road already in place).

5. Roads and Parking

a.To note that Socium Consultants have been instructed to proceed with the projects:

1.To proceed to obtain a Traffic Regulation Order (TRO) which will prohibit the use of

the A262 through Goudhurst Village by Heavy Goods Vehicles (HGVs) except for access;

2.To prepare a Technical Report to Kent County Council (KCC) that the A262 no longer

meets the criteria for an ‘A’ road and that it should be classified as a ‘B’ road.

b.To report on the application to lower the speed limit on A21 Hastings Road.

c.To report on the DfT main road network consultation.

d.Consider the options for a replacement Goudhurst sign with Kent Invicta white horse at the

junction North Rd with Chequers Rd (see attached example).

e.Electronic Vehicle (EV) charging points progress.  To note a report from a meeting held on

19 February 2018 (attached).  Also, should this project be with H&F or with the Amenities


f.SID installation.  To note that the 3 poles have been placed in position.  The SID will be

delivered and handed over imminently.  Committee to consider training of installers and the

draft Risk Assessment (attached).

g.Speed limit reduction on A262 at Hope Mill in the area of the Green Cross Inn and the

Fernham Homes development. .

i.Fire hydrant survey – how to get action to unblock faulty hydrants? (Cllr Foster)

6. Public Transport

To receive an update on the ‘free’ school bus services to/from Cranbrook.

7. Hop Pickers Line

a.Information panels for Goudhurst – to be approved for recommendation to Council.

b.Next meeting of this Advisory Group will be on Tuesday 27 February 2018 at 13.30 hrs in

St Mary’s Church, Goudhurst.
