I summon you to a Meeting of the Highways & Footpaths Committee to be held at the Jessel Room, Goudhurst Parish Hall on Tuesday 28 August 2018 at 7.30pm when the following business will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion members of the public may be invited to speak for a maximum of 3 minutes each relating to items on the Agenda.  Please state your name and address prior to speaking.  Smoking is not allowed during Council meetings.  Please switch off mobile phones.

 1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest 

Members are reminded to declare any Personal or Prejudicial Interests relating to the business to be discussed in accordance with Council’s Standing Orders.  

3. PROW – Footpaths

Committee Chairman to report on outstanding matters.  See the attached spreadsheet.

4. Footways

a. The Chairman will report on progress with the request for increased funding from Fernham Homes relating to the proposed Permissive Path through the A262 ‘swale’.

5. Roads and Parking

To receive reports on: 

a. Progress relating to the Technical Report by Socium to Kent County Council (KCC) that the A262 should be re-classified as a ‘B’ road.

b. To consider the draft covering letter with the Socium Repot to KCC requesting the A262 downgrade to a B class road.

c. Plans to further involve County Cllr Seán Holden in this project

d. The Traffic Regulation Order (TRO).  Council to clarify with our consultant whether this can proceed without causing HGVs to divert from A262 to other local roads.

e. Goudhurst Parish Neighbourhood Development Plan.  Mr Peter Wood (Adviser to this Committee) to report on Highways and Traffic issues in the draft NDP.

f. South East News item on HGVs through Sissinghurst & Goudhurst.  Cllr Mrs Newsam to report on progress.

g. A21.  A meeting held on 22 August with a representative from Highways England on the application to change the speed limit on the Hastings Road/London Road Flimwell.

h. Goudhurst name sign with the Kent Invicta emblem and ‘High Weald Area of Outstanding Natural Beauty’.  The Clerk has had a discussion with Kent Highways: Parish Council to pay for the sign to be made; Highways will take the cost of installing it

i. Electronic Vehicle Charge Points.  Cllr Mrs Newsam to report

j. SID installation.

k. Goudhurst Tennis Club at Brandfold:  proposal for certain traffic signs.

6. Fire Hydrant Survey

Cllr Alan Foster to update the Committee on progress.

7. Hop Pickers Line

• To note that the next meeting is on Tuesday 25 September in St Mary’s Goudhurst Children’s Chapel at 10.30 am 

• Attendance at Horsmonden Nostalgia Day on Saturday 06 October from 10.00 to 17.00 hrs

  • Goudhurst version of the Information panel has now been installed at The Plain.  Highways & Footpaths Committee seeks a further site.. 

8. Public Transport

To note that there is a KCC Bus Consultation from 13 June to 08 August 2018.   Chairman Highways & Footpaths Committee submitted a response on behalf of Goudhurst Parish Council.
