I summon you to a Meeting of Goudhurst Parish Council at The Jessel Room in Goudhurst Parish Hall on Monday 11 September 2017 at 7.30 pm when the business detailed on this Agenda will be considered:
Members of the Public and the Press are welcome to attend this meeting. At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern. Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1.

1. Apologies for Absence as reported at the meeting.
2. Declarations of Interest
To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.
3. To resolve that the Minutes of the meeting of Council held on 14 August 2017 and distributed to Members with this Agenda are a correct record.
4. To receive Questions from the Public and the Press.
5. To receive reports from County and Borough Councillors
6. Committee Reports
a. Amenities Committee
Chairman, Amenities Committee will present a verbal report on progress on several projects.
b. Burial Board
Chairman Burial Board will present a verbal report on progress on repairs and improvements to the brick path through St Mary’s Churchyard and the Church floodlight scheme.
c. Highways & Footpaths Committee
The Chairman of the Highways & Footpaths Committee will present the Minutes of the Committee meeting held on 29 August 2017 for Council to decide on matters for approval by Council.
d. Police and Neighbourhood Watch
The Chairman of the Police & Neighbourhood Watch Committee will present the Minutes of a Police and Neighbourhood Watch Committee meeting held on 03 August 2017 which focussed on plans for the replacement and upgrading of the Parish CCTV system.
7. Planning Committee
The Chairman of the Planning Committee to present:
a. A report on the Planning Decisions received from TWBC in August 2017
b. The Minutes of the Committee meetings held on 15 & 29 August 2017
c. To note progress on Planning Application 17/00706 and the points of protest raised by local residents relating to the proposed demolition 9 garages at Mary Day’s, Goudhurst..
8. Goudhurst Parish Neighbourhood Development Plan (NDP)
To receive a verbal report from Council’s representatives on the NDP Steering Committee.
9. Clerk’s Item
Facebook. The Clerk and Cllr Mrs Rachel Washbourn will report on progress on establishing a Parish Council Facebook account.
Correct Mail Address in Goudhurst. Council had received a letter from a local resident who is in conflict with Royal Mail who have insisted that Blue Barn Cottage is in Cranbrook, not Goudhurst. The Clerk has written a letter to confirm that the Parish Council has no objection to that address being changed in the records to it being listed as being in Goudhurst.
a. Approval of Accounts for payment.
b. To receive details of Receipts in July 2017.
c. To receive the reconciliation of Council’s accounts to the end of July 2017.
d. To receive a Report on Receipts and Payments against Budget for April to June 2017
including a statement on Neighbourhood Development Plan costs.
11. Council Vacancies.
To receive a report from the Chairman on a pending expression of interest that Council has received.
