I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room in Goudhurst Parish Hall on Monday 09 September 2019 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1.

Quorum for Council:  4 Members

  1. Apologies for absence as reported at the meeting.
  1. Declarations of Interest 

To receive Declarations of Interest on Agenda items.

3. To resolve that the Minutes of the meeting of Council held on 12 August 2019 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issues relating to the Minutes that can be discussed is their accuracy.

4. Visiting Speakers

Mr Lee Colyer, Director of Finance, Policy and Development, TWBC and Cllr Mrs Carol Mackonochie, Portfolio Holder for Communities and Wellbeing, TWBC will address Council on current local topics and take questions from Members.

5. To receive Questions and Statements from the Public and the Press.

6. To receive reports from County and Borough Councillors 

7. Committee Reports

a. Amenities Committee.  Chairman, Amenities Committee to give a verbal progress report on current projects.

b. Goudhurst Central (Traffic and Parking) Committee.  Chairman will report on progress with traffic and parking issues relating to central Goudhurst.  

c. Highways Committee.  Chairman Highways Committee to present the Minutes of a Highways Committee meeting (attached) held on 27 August and to seek approval from Council on any matters requiring approval. 

d. Youth Committee.  Chairman of the Youth Committee to present the Minutes of a Committee meeting (attached) held on 29 August and to seek Council’s approval for proposals. 

8. Planning Committee  

Council to consider these items:

a. A report on the Planning Decisions received from TWBC in August 2019

b. The Minutes of the Committee meetings held on 13 and 27 August 2019 including Licensing application 19/02940/LAPRE.

c. To note that a local resident in Kilndown has submitted a proposal to Council for a Community Land Trust (CLT) scheme and to agree that representatives (Planning and NDP) from Council should meet the applicant for further discussions

9. Goudhurst Parish Neighbourhood Development Plan

To receive a report from Council’s representative on the NDP Steering Committee.

10. Chairman’s items for discussion

The Chairman will lead a discussion on these subjects:

1. What are we here for? What are we aiming to do?

2. Tunbridge Wells Agreement – input to improvement;

3. Plans for better communications with local residents e.g. some sort of newsletter or better, an Annual Report.  Also some limited use of Social Media.

11 Training

To note that Cllr Mrs Caroline Richards and Assistant Clerk Mrs Claire Reed attended the KALC Dynamic Councillor course on 29 August at Meopham. 

12. GDPR

Members are requested to read the attached 4 page briefing from the Information Commissioners Office via KALC “IT Update on Parish Websites and GDPR Issues – September 2019” which is attached to this Agenda.

13. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in August 2019.

c. To receive the reconciliation of Council’s accounts to the end of August 2019.

14. Audit

The Clerk will report on a minor issue raised by the external auditor on how Council’s 2018/19 annual figures were shown in the Annual Governance and Accountability Return (AGAR).  The recommended adjustment, which entailed a minor change in how the figures were presented, did not affect the overall totals and have been signed off by the Chairman and the Clerk and accepted by the Auditors. See attached document headed “Section 2 Accounting Statements 2018-19”
