I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room in Goudhurst Parish Hall on Monday 14 October 2019 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1. 

Please inform the Clerk if you intend to film or record the Meeting.

Quorum for Council:  4 Members

  1. Apologies for absence as reported at the meeting.
  1. Declarations of Interest 

To receive Declarations of Interest on Agenda items.

3. To resolve that the Minutes of the meeting of Council held on 09 September 2019 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issues relating to the Minutes that can be discussed is their accuracy.

4. To receive Questions and Statements from the Public and the Press.

5. To receive reports from County and Borough Councillors 

6. Committee Reports

a. Amenities Committee.  Chairman, Amenities Committee will present the Minutes of a Committee meeting held on 24 September 2019 and will bring forward items for approval including matters relating to Goudhurst Village Green and the proposed Duck House.

b. Burial Board.  To receive a report from the Burial Board on matters relating to trees in St Mary’s Churchyard and the Old Cemetery.

c. Central Goudhurst (Traffic and Parking) Committee.  The Chairman will present the Minutes of a Committee meeting held on 16 September 2019.  

d. Business & Communications Committee.  The Chairman of the Business & Communications Committee will report and bring forward matters for Council’s approval.

e. Footpaths Committee. Chairman Footpaths Committee and the Clerk to brief Council on the current issues.

f. Highways Committee.  Chairman Highways Committee will report verbally on progress with various Highways matters.

g. Youth Committee.  Chairman of the Youth Committee will report on progress on various issues particularly the refurbishment of the Children’s Play Area in Back Lane, Goudhurst. 

7. Planning Committee  

Council to consider these items:

a. A report on the Planning Decisions received from TWBC in September 2019

b. The Minutes of the Committee meetings held on 10 and 24 September 2019. 

c. Licensing application 19/02940/LAPRE. West Road Goudhurst

d. To receive a verbal report on a meeting held relating to a proposal for a Community Land Trust scheme at Kilndown. 

8. Goudhurst Parish Neighbourhood Development Plan

To receive a report from Council’s representative on the NDP Steering Committee.

9. Chairman’s items for discussion

The Chairman will lead a discussion on these subjects:

1. What are we here for? What are we aiming to do?

2. Tunbridge Wells Agreement – input to improvement;

3. Plans for better communications with local residents e.g. some sort of newsletter or better, an Annual Report.  Also some limited use of Social Media.

10 Assistant Clerk to the Parish Council

To note that Assistant Clerk Mrs Claire Reed will complete her Probation Period on 23 October 2019. Council to confirm her appointment.   

11. Council’s Meeting Dates 2020 

Members to note the draft dates of Council’s Meeting Dates for 2020 attached.

12. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in August 2019.

c. To receive the reconciliation of Council’s accounts to the end of August 2019.

d. To receive a statement of receipts and payments against budget for April to September 2019.

13. Audit

Council to note that PKF Littlejohn LLP has signed off the AGAR (Annual Governance and Accountability Return) for 2018/19.  See attached note.

15. Date of next meeting: 11 November 2019. Parish Council Special Open Meeting.
