Quorum for Council:  4 Members

  1. To accept and approve apologies and reasons for absence
  1. Declarations of Interest 

To receive disclosure of members’ pecuniary or other significant interests relating to items on this Agenda in accordance with the Councillors’ Code of Conduct as agreed by Council on 09 July 2012.

  1. To resolve that the Minutes of the meeting of Council held on 14 October 2019 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issues relating to the Minutes that can be discussed is their accuracy.

Visiting speaker: Mr John Musgrave, General Manager Scotney, National Trust.

  1. To receive Questions and Statements from the Public and the Press. At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1.  Please inform the Clerk if you intend to film or record the Meeting. 
  1. The meeting will be adjourned to give members of the public an opportunity to raise matters with the Council.  Members of the public are not permitted to participate in the meeting after this Agenda item without prior invitation from the Chairman.  All are welcome to stay for the entire meeting and observe but can not take part.

5. To receive reports from County and Borough Councillors 

6. Committee Reports

a. Amenities Committee.  Chairman, Amenities Committee will present a verbal report on progress with current Amenities Committee projects and will present quotations for approval by Council for new fencing, foot gates and hedge grubbing on the south side of the village green, future maintenance of the same hedge and maintenance of the path in the north east corner of the Village Green to eradicate the flooding..  

b. Burial Board.  Chairman, Burial Board will present the Minutes of a Board meeting held on 22 October 2019.

c. Central Goudhurst (Traffic and Parking) Committee.  The Chairman will report verbally on current progress.  

d. Business & Communications Committee.  The Chairman of the Business & Communications Committee will report and bring forward matters for Council’s approval.

e. Footpaths Committee. Chairman Footpaths Committee Clerk to brief Council on the current issues.

f. Highways Committee.  Chairman Highways Committee will present the Minutes of a Committee meeting held on 29 October 2019 for Council to approve recommendations arising.

g. Youth Committee.  Chairman of the Youth Committee will report on progress on various issues particularly the refurbishment of the Children’s Play Area in Back Lane, Goudhurst and will seek authority for expenditure on specific items. 

7. Planning Committee  

Council to consider these items:

a. A report on the Planning Decisions received from TWBC in October 2019

b. The Minutes of the Committee meetings held on 15 and 29 October 2019. 

8. Goudhurst Parish Neighbourhood Development Plan

To receive a report from Council’s representative on the NDP Steering Committee.

9. Policy Committee

Paperless Meetings.  The Clerks have been discussing ways of improving communications with Members particularly in ways of savings in cutting down on paper and printing associated with meetings – Agendas and Minutes etc. Please see the proposal attached as a supporting brief.

10. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in October 2019.

c. To receive the reconciliation of Council’s accounts to the end of October 2019.

11. Audit

Council to note that PKF Littlejohn LLP has signed off the AGAR (Annual Governance and Accountability Return) for 2018/19.  Also the Report from our Internal Auditor Mr David Buckett. See the attached documents..
