I summon you to the Annual Meeting of Goudhurst Parish Council in the Jessel Room, Goudhurst Parish Hall on Monday 08 May 2017 at 7.30 pm when the business detailed on this Agenda will be considered:
Members of the Public and the Press are welcome to attend this meeting. At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern. Please inform the Clerk if you intend to film or record the Meeting.

1. Election of the Chairman for 2016/2017
The Chairman, on being elected, is to sign a Declaration of Acceptance of Office
2. Apologies for Absence as reported at the meeting.
3. Declarations of Interest
To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.
4. To resolve that the Minutes of the meeting of Council held on 11 April 2016 and distributed to Members with this Agenda are a correct record.
5. To receive Questions from the Public and the Press.
6. To receive reports from County and Borough Councillors
a. To elect a Vice Chairman.
b. To consider and approve any changes to Council’s Committee structure.
c. To agree appointments of Members to Council’s Committees and Other Appointments.
8. Committee Reports
a. Amenities Committee.
The Chairman of the Amenities Committee will present a report from the Amenities Cttee:
– to agree expenditure on the Balcombes Hill car park order;
– to agree expenditure on the replacement Goudhurst pond pump;
– to agree the arrangements for Kilndown Fishing Club to use the Quarry Pond.
b. Highways & Footpaths Committee
The Chairman of the Highways & Footpaths Committee will present notes of a Committee meeting held on 25 April 2017.
c. Housing Committee
The Chairman of the Housing Committee will present the results of the Goudhurst Housing Needs Survey April 2017 already distributed to Members.
d. Police and Neighbourhood Watch
The Chairman of the Police & Neighbourhood Watch Committee to report on a Committee meeting held on 27 April 2017.
9. Planning Committee
The Chairman of the Planning Committee to present:
a. A report on the Planning Decisions received from TWBC in April 2017.
b. The Minutes of the Committee meetings held on 11 & 24 April 2017.
10. Goudhurst Parish Neighbourhood Development Plan
a. Mr Colin Willis and Mr Craig Broom to brief Council on the overall rollout plan and content.
b. The Chairman to report on the TWBC Local Plan Consultation briefing held on 26 April at the Town Hall
11. Goudhurst and Kilndown Annual Parish Meetings
The Chairman to report on two well attended meetings.
12. Councillor Vacancies in the Goudhurst Parish Ward
To note that there is a vacancy in the Goudhurst Parish Ward. The vacancy has been advertised and Council can now co-opt.
a. Approval of Accounts for payment.
b. To receive details of Receipts in April 2017.
c. To receive the reconciliation of Council’s accounts to the end of April 2017.
14 Audit of Council’s 2016/17 Accounts
a. To note the Audit Report (attached) following the visit by Mr David Buckett on 07 April 2017
b. Following Minute 029/17, the Chairman will sign Section 1: the Annual governance statement.
c. The Chairman will sign Section 2: the Accounting statements on approval by Council.
