I summon you to attend the Annual Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 14 May 2018 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1. 

Please inform the Clerk if you intend to film or record the Meeting.

Quorum for Council:  4 Members

1. The Chairman, on being elected, is to sign a Declaration of Acceptance of Office

2. Apologies for Absence as reported at the meeting.

3. Declarations of Interest 

To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

4. To resolve that the Minutes of the meeting of Council held on 09 April 2018 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issue relating to the minutes that can be discussed is their accuracy.

5. To receive Questions from the Public and the Press.

6. To receive reports from County and Borough Councillors  

7. Appointments

a.To elect a Vice Chairman or two Vice Chairmen.

b.To consider and approve any changes to Council’ s Committee structure.

c.To agree appointments of Members to Council’s Committees and Other Appointments.

8. Committee Reports

a. Amenities Committee

Chairman, Amenities Committee will present a verbal report on current matters including approval of expenditure on the proposed new field gate on the south side of the lower Glebe.

b. Burial Board  

Chairman, Burial Board will present a verbal report on Burial Grounds matters.

c. Highways & Footpaths Committee

Chairman, Highways & Footpaths Committee will present the Minutes of a Committee meeting held on 24 April (attached).

  1. d.Police & Neighbourhood Watch

  Chairman, Police and NHW Committee will present details of progress on the replacement   CCTV camera at The Vine and on plans for extending CCTV coverage in the Parish. 

  1. Youth Committee  

Chairman, Youth Committee will present a verbal report on the condition of the Back Lane play area equipment following an inspection by Craigdene on 25 April 2018.   

9. Planning Committee  

The Chairman of the Planning Committee to present:

a. A report on the Planning Decisions received from TWBC in April 2018

b. The Minutes of the Committee meetings held on 10 and 24 April 2018

c. To agree expenditure on equipment to comply with TWBC’s paperless planning project 

10. Training

Introduction to Planning for Local Councils.  Cllrs Chris Ditton, Alan Foster, Caroline Richards

  and Guy Sutton will attend on 02 July 2018 at Tenterden.  

11. General Data Protection Regulations (GDPR)

Council to decide on the appointment of a Data Protection Officer.  Report follows.

12. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in April 2018.

c. To receive the reconciliation of Council’s accounts to the end of April 2018.

13. Audit

Council to approve the Annual Governance and Accountability Return 2017/18 (attached).

14. Policy Committee item

Council to approve a 2% uplift in Clerk’s salary wef 01 April 2018 as recommended by NALC/SLCC. 

15. Annual Parish Meetings at Goudhurst and Kilndown

Members to comment on what went well and what improvements might be considered in future.
