I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 11 March 2019 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1.

1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest 

To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

3. To resolve that the Minutes of the meeting of Council held on 11 February 2019 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issues relating to the minutes that can be discussed is their accuracy.

4. To receive Questions and Statements from the Public and the Press.

5. To receive reports from County and Borough Councillors 

6. Policy and Staff Committee (Part 1)

The Chairman will lead a discussion on the Review of Council’s Committees and Responsibilities as this Council approaches the end of its 4 year term.  See the attached documents that reflect the current structure of Council.

7. Committee Reports

a. Amenities Committee

Chairman, Amenities Committee will present a verbal update on current Amenities Committee projects.

b. Burial Board

Chairman of the Burial Board to seek approval of a proposal to carry out minor works to eliminate significant excess water on the path from the west door of St Mary’s Church. 

c. Highways & Footpaths Committee

Chairman, Highways & Footpaths Committee will present  

i. Minutes of the Highways & Footpaths Committee meeting held on 26 February and 

ii. Notes of a meeting with Kent Highways Traffic Manager on 27 February and for Council to consider matters arising. See the attached documents.

d. Youth Committee

Chairman, Youth Committee will present the Minutes of a Meeting held on 21 February for Council to consider matters arising.

8. Planning Committee  

The Chairman of the Planning Committee to present:

a. A report on the Planning Decisions received from TWBC in February 2019

b. The Minutes of the Committee meeting held on 12 and 26 February 2019

c. Council to decide on whether, at the request of TWBC, to adopt ‘paperless planning procedures’.

9. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in February 2019.

c. To receive the reconciliation of Council’s accounts to the end of February 2019.

d. The Clerk will report on progress with opening an Account with Unity Trust Bank.

10. Audit of Council’s 2018/19 Accounts

To note that Mr David Buckett will be visiting on Friday, 12 April 2019.

11. Training

To receive a verbal report from the Clerk. 

12. Policy and Staff Committee (Part 2)

a. To receive a report on the establishment of Council’s new office premises.

b. To receive a progress report on the recruitment of a Clerk (designate).

c. To consider an item relating to the Clerk’s remuneration.

13. Items for Information

– Friends of Goudhurst Village Green AGM on 01 April at The Vine. 8.00 pm.

-Goudhurst Parish litter pick on 23 and 24 March 2019.

14. Date of next meeting: 08 April 2019.  7.30  pm in the Jessel Room.
