I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 08 July 2019 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1. 

Please inform the Clerk if you intend to film or record the Meeting.

Quorum for Council:  4 Members

  1. Apologies for absence as reported at the meeting.
  1. Declarations of Interest 

To receive Declarations of Interest on Agenda items.

3. To resolve that the Minutes of the meeting of Council held on 10 June 2019 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issues relating to the Minutes that can be discussed is their accuracy.

4. To receive Questions and Statements from the Public and the Press.

5. To receive reports from County and Borough Councillors 

6. Appointments.  Council to agree the final membership of the various Committees and other Appointments. See attached spreadsheet.

Committee’s Responsibilities.  Attached is the current Business and Communications Committee responsibilities.  To be ratified by Council.

7. Committee Reports

a. Amenities Committee.  Chairman, Amenities Committee will report verbally on progress with current projects.

b. Goudhurst Central (Traffic and Parking) Committee.  Chairman will report on progress with the Goudhurst High Street parking issues. 

c. Highways Committee.  Chairman Highways Committee to report on a Committee meeting held on 25 June 2019 with items for decision by Council.  Minutes attached. Additionally Council to agree or otherwise the terms of the letter of 20 June 2019 relating to the Hop Pickers Line from BTF Partnership, the Land Agent of Mr James Denning.

d. Youth Committee.  Chairman of the Youth Committee to present the Minutes of a Committee meeting (attached) held on 13 June 2019 and for Council to consider matters for approval. 

8. Planning Committee  

Council to consider these items:

a. A report on the Planning Decisions received from TWBC in June 2019

b. The Minutes of the Committee meetings held on 11 and 25 June 2019

9. Goudhurst Parish Neighbourhood Development Plan

To receive a report from Council’s representative on the NDP Steering Committee.

10. GDPR

Council to note the letter dated 04 April 2019 from GDPR-info Ltd.  Council to decide whether to sign up for a further 12 months basic data protection support at a cost of £420.00.

11. Training

To receive a report from the Clerk on Councillors’ and Clerk’s training opportunities including the Certificate in Local Council Administration for Councillors and Officers.

12. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in June 2019.

c. To receive the reconciliation of Council’s accounts to the end of June 2019.

d. To receive a statement of receipts and payments against budget for April 2019 to June 2019.

13. Policy and Staff Committee 

a. To receive a progress report on the recruitment of an Assistant Clerk (Clerk Designate).

b. To receive a verbal report from the Clerk on the administration of Members’ @goudhurst.co.uk mailing addresses for which our Webmaster has given notice that he no longer wishes to carry out this task beyond 31 March 2020.
