I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 12 February 2018 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1.

AGENDA

Quorum for Council:  4 Members

1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest 

To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

3. To resolve that the Minutes of the meeting of Council held on 15 January 2018 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issue relating to the minutes that can be discussed is their accuracy.

4. To receive Questions from the Public and the Press.

6. Committee Reports

a. Amenities Committee

Chairman, Amenities Committee will present the Minutes of a Committee meeting held on 23 January 2018.  Also to note that the Annual Parish litter pick will be held on 24/25 March 2018

b. Burial Board

The Chairman of the Burial Board is to seek Council’s approval of a quotation from our Weed Control contractor for their services in 2018. (See attached documents).

c. Highways & Footpaths Committee

The Chairman of the Highways & Footpaths Committee will present:

  1. The Minutes of an extra Committee meeting held on 12 December 2017;
  2. The case for Council to apply for a Traffic Regulation Order to reclassify the A262;
  3. To receive a report on the Hop Pickers Line proposals with approval of expenditure
  4. d.Police & Neighbourhood Watch

CCTV. The Chairman of the Police and NHW Committee will present a verbal update on the project to install replacement CCTV in the Parish.

7. Planning Committee  

The Chairman of the Planning Committee to present:

a. A report on the Planning Decisions received from TWBC in January 2018

b. The Minutes of the Committee meeting held on 23 January 2018

8. Goudhurst Parish Neighbourhood Development Plan (NDP)

Mr Colin Willis, Chairman of the Goudhurst Parish Neighbourhood Development Plan Committee to brief Council on progress to date.

9. Training

KALC Dynamic Councillor. 30 January 2018.  Cllr Mrs Caroline Richards attended.

10. General Data Protection Regulations (GDPR)

a. Councillors to note that is a new Europe wide law that replaces the Data Protection Act 1998 in UK.  Through the Data Protection Bill, the GDPR sets out how organisations will need to handle personal data from 28 May 2018.

b. e-mail addresses.  With the introduction of GDPR, Members are asked to consider agreeing   each having an @goudhurst.co.uk e-mail address to be used for Parish Council business.

11. Clerk’s Items

a. Council to approve the purchase of a replacement office chair for the Clerk

b. Council to approve for adoption the draft Policy on Training and Development (attached).

12. Goudhurst Parish Hall.

Cllr Alan Foster to report on any significant developments including an agreement for the storage of certain items that ‘belong’ to the community.

13. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in January 2018.

c. To receive the reconciliation of Council’s accounts to the end of January 2018.
