I summon you to attend a Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 09 April 2018 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Thereafter they have the right and are welcome to stay and observe the rest of the Meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960, s1. 

Please inform the Clerk if you intend to film or record the Meeting.

Quorum for Council:  4 Members

1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest 

To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

3. To resolve that the Minutes of the meeting of Council held on 12 March 2018 and distributed to Members with this Agenda are a correct record.  Members are reminded that the only issue relating to the minutes that can be discussed is their accuracy.

6. Committee Reports

a. Amenities Committee

Chairman, Amenities Committee will present the Minutes of a meeting held on 27 March and for Council to consider matters for approval.

b. Burial Board  

Chairman, Burial Board will present the Minutes of a meeting held on 20 March and for Council to consider matters for approval.

c. Highways & Footpaths Committee

Chairman, Highways & Footpaths Committee will present a verbal report to update Council on progress with various project. 

  1. d.Police & Neighbourhood Watch

  Chairman, Police and NHW Committee will present details of progress on the project to replace the CCTV camera at The Vine for which Council has already approved expenditure. 

  1. Youth Committee  

Chairman, Youth Committee will present a verbal report to update Council on progress with various Youth projects including a possible grant from County Cllr Seán Holden’s KCC budget. .  

7. Planning Committee  

The Chairman of the Planning Committee to present:

a. A report on the Planning Decisions received from TWBC in March 2018

b. The Minutes of the Committee meetings held on 13 and 27 March 2018

c. A report on Council’s readiness to adopt TWBC’s paperless planning project.

8. Training

Data Protection. Cllrs Chris Ditton and Caroline Richards with the Clerk will attend a briefing by

the TWBC Data Protection Officer on 12 April at the Town Hall.  

9. General Data Protection Regulations (GDPR)

Council needs to appoint a Data Protection Officer to monitor our compliance . The Clerk has obtained proposals with costs from companies offering their services and seeks Council’s assistance in selecting the one that is most appropriate.  

10. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in March 2018.

c. To receive the reconciliation of Council’s accounts to the end of March 2018.

d. To receive a statement of actual expenditure against budget for the 2017-18  year (attached).

11. Audit

To note that our Auditor, Mr David Buckett will be visiting on 18 April 2018.
