Minutes of a Meeting held on 24 October 2019 in the Jessel Room

Present: Cllrs Craig Broom (Chairman), Antony Harris, David Knight and Peter Wood.

 Apologies were accepted from: Cllr Chris Ditton.

Questions and Statements from the Public.  There were none.

Broadband Update

Cllr Knight gave a verbal report on the progress of establishing the Broadband Fibre Partnership. There are currently 5 registered schemes in the Parish, all at various stages. It was noted that the Priors Heath scheme had been delayed as the set up costs would not be covered by the vouchers and that the Curtisden Green scheme was to be reassessed as a number of extra properties had been added by BT, increasing the overall cost of the scheme. 

Communications Plan

The Committee agreed that communications needed to be improved so that the Parish Council were communicating with the whole community not simply sections. It was noted that whilst the website was an important tool in this, some sections including the list of councillors and committee responsibilities, needed to be updated. Assistant Clerk will send an updated list to Michael Bennett for inclusion on the website. 

Website

It was agreed that the Chairman and Clerks should meet with Michael Bennett to discuss the future of the website and its use as part of the Communications Plan. Assistant Clerk to contact the Clerk at Hawkhurst to discuss time allocated to website communications.

Facebook

It was agreed that the Parish Council would continue to post to the newly established Goudhurst Parish Council Facebook Page with admin of the page being transferred from the Assistant Clerk’s personal profile to that of ‘Clerk Goudhurst’. It was agreed that content on the page would be in the form of general, relevant information; meeting dates which should include information from the Standing Orders on each committee’s responsibilities; a copy of the Parish Magazine article and relevant information from third party sites for example Tunbridge Wells Borough Council or Kent Fire and Rescue which could be shared to the page. It was agreed to delegate responsibility for the page content to the Assistant Clerk and that responses to individual posts should not be made; a new post can be created to address and respond to an issue that has arisen.

Next Steps

It was agreed to recommend to council that a workshop be held for all Parish Councillors to discuss and agree on a mission statement, goals and objectives of this council. Clerk to add to the Full Parish Council agenda for approval. 

Business Communications Plan

It was noted that the Business Communications Plan could not be moved forward until the workshop had taken place.
