I summon you to a Meeting of Goudhurst Parish Council at the Jessel Room, Goudhurst Parish Hall on Monday 12 October 2015 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total  relating to items on the Agenda or about issues of local concern.  Please inform the Clerk if you intend to film or record the Meeting.

Prior to the opening of the meeting the Chairman may read a Prayer for Kent.

  1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest

To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

Members are asked to read the “Rules for Councillors” attached to this Agenda as a reminder of their responsibilities under the Code of Conduct.

3. To resolve that the Minutes of the meeting of Council held on 14 September 2015 and distributed to Members with this Agenda be signed as a correct record.

4. To receive Questions from the Public and the Press.

5. To receive reports from County and Borough Councillors 

6. Committee Reports

a. Amenities Committee.

The Chairman of the Amenities Committee will present the Minutes of a meeting held on 29 September and for Council to decide on matters arising.

b. Burial Board

To note that the St Mary’s and Christ Church Churchyards tidy up day is on Saturday 17 October.

c. Glebe Field Committee

To note that Council has received an e-mail message dated 23 September 2015 from the Canterbury Diocesan Land Agent.  See the attached message.

d. Highways & Footpaths Committee

Council to consider a proposal from the Chairman Highways & Footpaths Committee concerning bollards in Goudhurst High St.

e. Police and Neighbourhood Watch

The receive the Minutes of a meeting held on 30 September relating to CCTV in the Parish.

f. Youth Committee

To receive a verbal report from the Chairman of the Youth Committee.

7. Planning Committee  

a. To receive a report on the Planning Decisions received from Tunbridge Wells Borough Council in September 2015 (attached).

b. To receive the Minutes of the Committee meetings held on 14 and 28 September 2015.

c. To receive a proposal that Council invites the adviser who is assisting other Councils in Tunbridge Wells Borough to inform Council on the main points to consider when deciding whether this Parish Council should draw up a Neighbourhood Plan.

8. Gypsies and Travellers 

To receive a letter of 17 September 2015 (attached) from Cllr Alan McDermott, TWBC Portfolio Holder for Planning and Transportation.  Council to consider the proposal that each Parish Council in the Borough contributes £500 towards a fund for evicting travellers from unauthorised encampments.

9. Improving Life in Goudhurst

To receive an e-mail of 22 September 2015 (attached) from local resident Mrs Jo Hine.  Council  seeks volunteer Members  to assist with this project.  See also the attached Article.

10 Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in September 2015.

c. To receive the reconciliation of Council’s accounts to the end of September 2015.

11. Date of next meeting: 09 November 2015.  ‘Open’ Council Meeting.

– To note a thank you letter of 21 September 2015 from the Secretary to the Quarry Centre Committee for Council’s grant of £250.00 towards the Quarry Centre’s maintenance costs.
