I summon you to a Meeting of Goudhurst Parish Council at Goudhurst Parish Hall on Monday 14 November 2016 at 7.30 pm when the business detailed on this Agenda will be considered: 

Members of the Public and the Press are welcome to attend this meeting.  At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern.  Please inform the Clerk if you intend to film or record the Meeting.

Quorum for Council:  4 Members

Prior to the opening of the meeting the Chairman may read a Prayer for Kent.

1. Apologies for Absence as reported at the meeting.

2. Declarations of Interest

To receive Declarations of Interest on Agenda items.  Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

3. To resolve that the Minutes of the meeting of Council held on 10 October 2016 and distributed to Members with this Agenda are a correct record.

4. To receive Questions from the Public and the Press.

5. To receive reports from County and Borough Councillors 

6. Committee Reports

a. Amenities Committee.  To receive a verbal report from the Chairman of the Amenities Committee including a proposal for expenditure to replace hand washing equipment in the Public Toilets at Balcombes Hill

b. Burial Board.  To receive the Minutes of a Committee meeting held on 18 October 2016.

c. Highways & Footpaths Committee

To receive the Minutes of a meeting held on 25 October 2016  from the Chairman of the Highways and Footpaths Committee.

d. Police and Neighbourhood Watch Committee.  To receive the Minutes of a meeting held on 07 November 2016 and for Council to decide on options for the 1st stage of the project to renew old CCTV cameras and introduce new coverage.

e. Youth Committee

To receive from the Chairman of the Youth Committee a report of a Committee meeting held on 20 October 2016 and for Council to decide on matters arising .

7. Planning Committee  

The Chairman of the Planning Committee to present:

a. A report on the Planning Decisions on the TWBC website in October 2016

b. The Minutes of the Committee meetings held on 11 and 25 October 2016.

8. Neighbourhood Development Plan (NDP)

a. The Chairman to report on progress in recent weeks including the appointment of a Chairman and Vice-Chairman of the Steering Committee and various working groups.

b. To note that on 07 November 2016 TWBC approved the Goudhurst Parish Council application for the Goudhurst Neighbourhood Plan Area Designation.

c. Grant funding.  Council to approve that the Clerk researches sources of NDP grant funding and makes the necessary applications.

9. Kent Association of Local Councils (KALC)

The KALC AGM is to be held on 19 November 2016 at Ditton.  Goudhurst Parish Council should be represented.  Volunteer(s) required.

10. Accounts  

a.  Approval of Accounts for payment.

b.  To receive details of Receipts in October 2016.

c. To receive the reconciliation of Council’s accounts to the end of October 2016.

11. Meeting Dates 2017 

Members to agree the proposed calendar of dates for all Goudhurst Parish Council meetings in 2017.

12. Date of next meeting: 12 December 2016.   7.30 pm in the Jessel Room.

–  Letter from Rt Hon Greg Clark MP dated 04 November in response to GPC’s submission to HM Government’s consultation on council tax referendum principles being extended to Parish and Town Councils.
