I summon you to the Annual Meeting of Goudhurst Parish Council in the Jessel Room, Goudhurst Parish Hall on Monday 09 May 2016 at 7.30 pm when the business detailed on this Agenda will be considered:

Members of the Public and the Press are welcome to attend this meeting. At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern. Please inform the Clerk if you intend to film or record the Meeting.

Prior to the opening of the meeting the Chairman may read a Prayer for Kent.

1. Election of the Chairman for 2016/2017
The Chairman, on being elected, is to sign a Declaration of Acceptance of Office

2. Apologies for Absence as reported at the meeting.

3. Declarations of Interest
To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.

4. To resolve that the Minutes of the meeting of Council held on 11 April 2016 and distributed to Members with this Agenda are a correct record.

5. To receive Questions from the Public and the Press.

6. To receive reports from County and Borough Councillors

7. Appointments
a. To elect a Vice Chairman.
b. To consider and approve any changes to Council’s Committee structure.
c. To agree appointments of Members to Council’s Committees and Other Appointments.

8. Committee Reports
a. Amenities Committee.
To receive a report (attached) from the Chairman of the Amenities Committee and to agree expenditure on replacement electronic locks at the public toilets, a replacement 110 litre litter bin outside the toilets and reimbursement of costs in connection with the Queen’s 90th birthday celebrations
b. Highways & Footpaths Committee
To receive a verbal progress report from the Chairman of the Highways and Footpaths Cttee
c. Youth Committee
The Chairman of the Youth Committee is to present a recommendation (attached) for approval by Council relating to the grant application from 1st Goudhurst Scout Group.

9. Planning Committee
The Chairman of the Planning Committee to present:
a. A report on the Planning Decisions on the TWBC website in April 2016 (attached).
b. The Minutes of the Committee meeting held on 12 and 26 April 2016.
c. To consider a representation to TWBC Planning Policy relating to the 14 hectares of land known as Vine Fields and Pinehurst Field to the west of Goudhurst.
d. To decide whether Council should proceed with a Neighbourhood Development Plan which would involve participation by members of the community and planning professionals

10. Annual Parish Meetings
To note any matters arising from the Goudhurst and Kilndown Annual Parish Meetings.

11. Training
The Clerk to report on training that has been carried out recently and which is planned for the near future.

12 Accounts
a. Approval of Accounts for payment.
b. To receive details of Receipts in April 2016.
c. To receive the reconciliation of Council’s accounts to the end of April 2016.
d. To approve the opening of an account at CCLA in the Public Sector Deposit Fund and the authorised signatories to that account.

13. Clerk’s Item
To approve expenditure of £220.00 + VAT on a replacement laser printer to replace a failing printer in use since 2002 and £230.00 + VAT on a PC monitor in use since 2006.

14. Date of next meeting: 13 June 2016. Parish Council Meeting. 7.30 pm at the Jessel Room

– Clerk will be on leave from 20 to 27 May.
