I summon you to a Meeting of Goudhurst Parish Council in the Jessel Room, Goudhurst Parish Hall on Monday 13 June 2016 at 7.30 pm when the business detailed on this Agenda will be considered:
Members of the Public and the Press are welcome to attend this meeting. At the Chairman’s discretion, 15 minutes will be set aside for questions from members of the public each one of whom may be invited to speak for a maximum of 3 minutes in total relating to items on the Agenda or about issues of local concern. Please inform the Clerk if you intend to film or record the Meeting.

1. Apologies for Absence as reported at the meeting.
2. Declarations of Interest
To receive Declarations of Interest on Agenda items and Members are reminded that they must inform the Monitoring Officer of any changes to their Notification of Disclosable Pecuniary Interests.
3. To resolve that the Minutes of the meeting of Council held on 09 May 2016 and distributed to Members with this Agenda are a correct record.
4. To receive Questions from the Public and the Press.
5. To receive reports from County and Borough Councillors
6. Committee Reports
a. Amenities Committee.
To receive a report (attached) from the Chairman of the Amenities Committee and to agree matters relating to: Chequer Field, the Glebe Field, de-silting Goudhurst Pond, trees in the Parish, steps to comply with Duty of Care on Legionella, quotations for new hand washing equipment in Balcombes Hill public toilets, the replacement flagpole at Goudhurst War Memorial, the dilapidated BT pay phones in the parish and TWBC’s proposals relating to the Civic Amenity Vehicle.
b. Highways & Footpaths Committee
To receive a verbal progress report from the Chairman of the Highways and Footpaths Cttee and to approve expenditure of £225.00 on a Cranbrook Road 1 week automatic traffic count.
c. Policy and Staffing Committee
– Members to note clarification of the Clerk’s salary scale for 2016-17.
– Council to approve the contract for Council’s Insurance for 2016/17 and a longer term.
d. Police & Neighbourhood Watch
To receive a report on a meeting held with representatives from a leading provider of CCTV services.
e. Youth Committee
The Chairman of the Youth Committee to brief Council on the outstanding request for grant funding from the Kilndown Millennium Green Trust.
7. Planning Committee
The Chairman of the Planning Committee to present:
a. A report on the Planning Decisions on the TWBC website in May 2016 (attached).
b. The Minutes of the Committee meeting held on 10 and 24 May 2016.
c. To note an e-mail (attached) from TWBC Planning Policy Manager dated 20 May 2016 received in response to the Parish Council representation on ‘Land West of Goudhurst’.
d. Neighbourhood Development Plan (NDP). Council to note and agree the e-mail of 06 June 2016 with attachment from Rural Kent relating to the Goudhurst SOS (Support, Outreach and Sustainability) Action Plan with grant funding.
a. The Clerk to report on training that has been carried out recently and which is planned for the near future.
b. Members to note an e-mail of 20 May 2016 from KALC on Training and Development.
9. Social Media
Members to give their opinions on whether Council should be embracing some form of Social Media e.g. Facebook so as to communicate better with a wider audience.
a. Approval of Accounts for payment.
b. To receive details of Receipts in May 2016.
c. To receive the reconciliation of Council’s accounts to the end of May 2016.
